That's not to say other bug trackers *don't* suck, and maybe "mutate the codebase into something awesome" could also be a cool project, but it's worth weighing that effort against hacking on bugzilla (to pick a semi-random example) in a sustainable way, and getting two-way flow from other projects using the same codebase.
