You seem to take the same basis as me, and reach the opposite 
conclusion. I think there is substantial interaction between the 
questions of who should vote, how they should vote, and how the vote 
should be "won". Changing the process one variable at a time might lead 
to combinations which would never have been reached in a unified 
discussion.

I realise you've now said you're going to redraft the RFC with wider 
scope, so I hope you'll consider bringing in some of the other elements 
raised.
