You can simply add comments without special account, people with account
will follow up and close/assign accordingly. For them it is useful if
you can reduce the size of reproduce code, verifiy it with current
versions, provide stack traces. By doing that you already save a lot of
time for developers.

If a name is seen with good comments a few times we give away accounts
which enable to close, assign, recategorize, ... bugs.
