I am the type of person that would be excluded. I=20 contributed to PHP a lot 10 years ago. However, in all the SVN and GIT=20 moving, all my karma has long since been removed. I vote in almost every=20 RFC because I have a long history with PHP and care about where it is=20 going. People with dead accounts and who don't care about PHP most=20 likely don't vote.
