This is not exactly true - we have cases where where, for whatever reason, commits were made after the tag. i.e. I recently got the request to add some CVE IDs to the NEWS file in 5.3 just for having them documented in VCS. I'd say it's trivial to create the historic repo and that will certainly keep all history. johannes
