I've found through experimentation that removing PHP from = apache makes the problem go away. I've tried compiling PHP statically and = as a DSO with same result. (Mod_SSL, and Mod_Perl are compiled statically)= Not sure what details you would need to help me or if I'm even asking in = the right place. Any advice would be greatly appreciated.
