The voting RFC is unclear but aside from that, there are two non-vcs=20
accounts with voting karma today:

  User: damz:  Damien Tournoud - damz@damz.org
  User: hywan: Ivan Enderlin   - ivan.enderlin@hoa-project.net

Not saying they should or should not, but just saying. And I'm not sure=20=

how/when they received the voting karma but it happened.
