We decided to defer this decision to January based on the status of 5.4.0. Its most likely we'll follow Debian's lead, so if Debian testing has 5.4.0 at that time, and we get a sufficient amount of testing, we will go ahead and update to 5.4.0. We'll also be setting up a PPA with 5.4.0 and all extensions compiled against it so users can try out their applications on "precise" with 5.4.0 before we actually do the transition.
