The person making changes to the language needs to ensure those changes are documented. That can include either writing a first draft of the docs themselves and/or teaming up with someone on the documentation team. The most reliable thing to do is commit the php-src and phpdoc changes in one commit. At the very least, we could have a TODO file in phpdoc that contains a simple plain text explanation of the new functionality.
