Since this is an installation problem rather than a development one, it should 
be on one of the general lists ... php-windows or php-install

The 5.3-VC9 build does not support Apache ... you need the 5.3-VC6 builds for 
that.

Why download the source? There is a binary for 5.2.10 which since it uses the 
previous windows build structure it does support Apache 'out of the box'.

If you still have a problem post to php-windows@lists.php.net. There are also 
a lot of past messages there on this area.

p.s. I'd suggest zencart rather than oscommerce, I'm using a port of zencart 
myself as I need it integrated with the rest of the site.
