I do not insist on 1. I'd be ok with not touching short tags but just 
moving <?= to non-short. I just think once <?= is non-short, nobody 
needs short tags anymore, but I could be wrong. We may do it in 2 steps. 
We might even have <?= made non-short in 5.3 maybe :)
