It's called Axis2 (based on Apache Axis2/C) and you can find it at Pecl http://pecl.php.net/package/axis2. I believe they are also trying to make the API compatible with ext/soap. Any feedback on this would be interesting to them of course, and I'd also be happy to hear it. If anyone else on the list has interest in WS-* star and/or has had a chance to play around with Pecl/Axis2 I'd be happy to hear feedback.
