Another reason - just look what happened to the React's issue tracker: https://github.com/facebook/react/issues - you can bet your life on it that this will happen to the PHP project as soon as there is anything on this topic done. Does the project has resources to deal with it? I mean, this is basically a DDoS that can be solved only by closing off issue creation from public.
