I also disagree that bugs is not a useful tool, the problem is not the tool but that people are not using it. If we don't have somebody to go over bugs, no matter what the tool they will be left behind. Again, the problem is not the tools (which I don't see btw how github is that superior - if anything it is missing a bunch of features we need and do have on bugs.php.net) but that almost nobody has been using them.
